After upgrading from windows 7, wifi might be completely turned off. I had the same issue, so thought sharing my solution.
Restart your pc, go in to the BIOS setup, there hit "load BIOS setup defaults", and restart your machine.
If that would not help (for me it did) you can also change your hot key configuration, also in the BIOS, that might do the trick.
Also there is a driver for HP notebook users, called airplane key driver, you can download it from here: ftp://ftp.hp.com/pub/softpaq/sp58501-59000/sp58720.exe which might help you restoring the wireless network button (F12) functionality.
Also you could (should?) trying updating your BIOS, but after that also load BIOS setup defaults. There new windows 8 wifi drivers too, try updating them.
